In January 2020, Horizons Engineering completed a Property Condition Report for Fox Hill Cooperative, a manufactured housing community in the Town of Franconia, NH. The community has 33 housing sites on 6 acres of property. The PCR included an assessment of the infrastructure including the watermain (connection to a municipal water system), the onsite subsurface disposal systems, electric, stormwater and roads ad obvious hazards such as trees. Much of the water and sewer system were found to be in poor condition. The Park was utilizing nearly double the water in winter months as summer months indicating freeze-ups and leaks. And several septic tanks and the majority of the leach fields were found to be in need of repair.
Once the report was completed, Horizons continued to work with the Cooperative and ROC NH on the completion of a preliminary engineering report and an application for funding to the USDA Rural Development Water and Environmental Program.
The community was awarded $1,050,000 in funding with nearly 40% in grant funds. USDA, as many federal funding sources, had a myriad of requirements that needed to be met in terms of bidding, environmental reviews and open competition that we were well versed in. We proceeded to work with the Cooperative on the design and construction of 1600 linear feet of water main, new service connections to each home, a new interconnection and meter pit, as well as 16 new leach fields to serve 24 lots. Construction was completed in June 2023.
